A Guide for Provincial Nominee Program Applicants

Foreign workers interested in working in Canada often face a lengthy visa application process. However, those nominated by a participating province, such as British Columbia, may benefit from expedited visa approval.

It is advisable to start the immigration process as early as possible to avoid potential issues, delays, or even a denial of your application, which could negatively impact your immigration record

Program Overview

Successful applicants will receive a British Columbia Provincial Nomination Certificate that accelerates the Canadian Immigration (Permanent Resident) Visa application process. The British Columbia Provincial Nominee Program (BC PNP) offers two main streams:

A. BC PNP Strategic Occupations Stream

To qualify under this stream, you must have a job offer from a British Columbia employer for a position that cannot be filled by a Canadian citizen or permanent resident. Eligible categories include:

1. Skilled Workers: Must have a job offer in skill types 0, A, or B of the NOC (National Occupational Classification).

2. Health Care Professionals: Includes physicians, registered nurses, registered psychiatric nurses, and midwives.

3. International Graduates: Those with a master’s or doctorate from a recognized Canadian institution.

4. Semi-Skilled Workers: Positions in selected tourism/hospitality and food processing occupations.

5. International Post-Graduates Pilot Project (ending May 28, 2013): International students who have obtained a master’s or doctorate in natural, applied, or health sciences from eligible BC institutions within the last two years may apply without a job offer.

B. BC PNP Business Immigrants Stream

Applicants in this stream must intend to establish or purchase and expand a business in BC. There are three categories:

1. Business Skills Category:

  • Net worth of at least CDN $800,000.
  • Investment of at least CDN $400,000 to establish the business.
  •   At least 1/3 ownership of the business.   
  • A business plan to create at least 3 new jobs for Canadian citizens or permanent residents.

2. Strategic Project Category: 

  • Minimum investment of CDN $500,000. 
  • Creation of at least 3 new jobs for Canadian citizens or PRs.
  • Demonstration that the nominee is essential to the business. 
  • A record of good business practices.

3. Regional Business Category: 

  • Business located outside Vancouver and Abbotsford Metropolitan Areas. 
  • Minimum net worth of CDN $400,000. 
  • Minimum investment of CDN $200,000. 
  • At least 1/3 ownership.
  • A business plan to create at least 1 new job for a Canadian citizen or PR.

The business must provide economic benefits to British Columbia by contributing to:

  • Increased exports of goods/services.
  • Value-added manufacturing, processing, or primary resource activity.
  • British Columbia tourism.
  • Research and development and technology commercialization.
  • Innovative approaches to traditional businesses.
  • Serving an unserved regional market.
  • Transferring skills, technology, and know-how to British Columbia.

Government programs have limits, and while Canadian provinces and territories are eager to accept eligible skilled workers under the PNP, it is crucial to act promptly to explore available opportunities.
